works in left/right but wont stay in right must hold 
, NY is very strick on inspections 
I just wonder if I have to pull the wheel?

Replace the multi function switch.
Its simple.
Just undo the 2 trim panels around the steering wheel, disconnect the switch, unbolt it, then do the reverse to install.
Switch is probally $30-40 at a dealer.
