Default Ventilation flow problem

A friend of mine has a 2001 Diamante and there is no air flow coming out of the center, defroster or floor vents. There is some slight air coming out the side vents when it's set on vents.

My first thought was to see if the car has a cabin filter and if it's clogged. If I Google "Diamante cabin filters", it seems everyone sells one but when I tried Googling the location, everybody says this car didn't come with one.

My other guess is the controller that opens the flaps to the vents is broken. This is a very common on Range Rovers so I wonder if this could be the problem with this car.

If it is, how big of a fix is this? I told my friend I'd help fix it if I didn't have to remove the dashboard or spend a whole day trying to get to it.

I'm also wondering if maybe there is a vacuum canister somewhere on the car that could be busted.

Any ideas on this one? Thanks.
