'95 Montero crank positioning sensor

'95 Montero crank positioning sensor
Just picked up a '95 with a 3.0l that just cranks. I have tested the ground and power to the CPS and when I turn the engine over by hand my multimeter reads 4.9 constant volts on the blue wire of the harness. It does not "pulse" for lack of a better description. Before I go to all the trouble of tearing into the front of the engine I want to make darn sure I did everything right in testing the sensor. Any help would be appreciated.
Also is there a tutorial on changing the timing belt that someone could link to me? I have searched but can't find one on the 3.0L.
Again, thanks for your time.

Sounds like you are on the right track with the sensor. Check it again to make sure there is no pulsing on the signal wire. I believe you should have 12v. on and ground on the other two wires.
I would not be purchasing the sensor prior to digging into the engine. It is possible that the sensor blade slipped off the lower timing gear and that is why you have no signal.
As far as the procedure for timing belt work - there is a thread at the top of the Montero page. One of the links is: http://www.pajero4x4.ru/piii/GR00003800-11B.pdf
This is for a different year vehicle, but it is very similar on these Mitsubishi engines.
You can also look through the "Why you don't have the manual" post and see if one of the links there will lead you to specifically '95 year model. Good luck.
