Default Upgrade to sliding rear seat from non-sliding?

Hi guys, I've got an '09 Outlander SE and I saw in the owner's manual that the rear seats are capable of sliding (I think when the 3rd row seating is installed). I looked up under the rear seats and saw that the plastic trim piece has a cutout where the sliding lever should be, and it appears that they are mounted on rails that look like they should be able to slide on... Is it possible that they just did not include the lever to make the rear seats slide, and that this lever could be added by purchasing one from the dealer?

Anyone else looked into this?
