high revs when starting cold

high revs when starting cold
Hey, every morning when I start up my 2001 colt, it revs straight up to 2000 revs and takes about 45 secs to come down to about 1200\1300 revs.
And anytime I put in the clutch to stop or change gear it revs up as we all. After driving for say 15/20 mins it will stop this once its warm.
I know its not a big issue but its very annoying for my housemates when I leave early in the morning.
Anybody come across this before or know any solutions? A few people have said it could be the fuel sensor or the air sensor but I'm reluctant to bring it to a garage yet before spending a lot on it
