96 eclipse rs with voltage problems

Need help with some suggestions on what to check on my eclipse. My alternator is putting out 18.4 volts which should only be 14.5 max. We have already replaced the alternator twice and had it tested 5 times, the battery has been replaced and I've changed the ECU 3 times, tested the wires from the alternator to the battery and ECU. My mechanic is studying the Chilton's manual for my car non-stop. Has anyone had a similiar problem and if so what did you do to fix it? Any help would be greatly appreciated. I really want to drive my car!!

Turned out to be some POS aftermarket crap wired into the ignition and was grounding out. My mechanic removed this crap and fixed my red with black stripe wire to the ignition. We have no idea what the aftermarket thing was, looked like a charger for something. So happy to have a mechanic was is relentless!
