wrong that car has a 4g64 in it 2.4 mitsu motor, not a 420a chrysler motor.

Your motor can hold 15psi intercooled safeley. What your going to have to do though is make your own turbo kit from scratch.

If it were my car this is what i would get

1g manifold, s16g turbo, custom dp, cat bypass, 3inch exaust, oil lines feed and return, fmic w/ custom ic pipes, bov, sfmu, plugs, plug wires. That sould get you going but your going to need a tune, either dyno or street toold to do that would be a fuel press gauge, wideband, egt gauge.

WIth all of that I can see maybe a mid 13 to low 14 1/4 mile run.

Its an awseom idea and easier than trying to locate a tibburon block seeing how lots of older cars used the 4g63 and lots of newer mitsu cars use the 4g64. But its a little more involved then just bolting it on

http://www.dsm tuners.com/forums/showthread.php?t=152696

This is a post at dsm tuners (remove space) it goes a bit into detail about what needs to be done to makethe swap work... pretty much pluging oil spouts and getting some odd parts from other cars but its possible. Also if you hit google some kid made an actual site dedicated to the swap, he has a tsi awd and threw the 4g64 block in.

For the turbo setup... ya he can but the 4g64 is a larger motor then the 4g63... its like an inch taller or something. The problem you going to run into the down pipe off the 4g63 wont work on the 4g64. So that needs to be mede specifically for the car. Also he is going to need a fuel system, pump, injectors, sfmu or fmu. Now you could probally get away with taking a fuel rail+ injectors from a 4g63 and throwing them on the manifold... proly the same size injector boss but i am not too sure. Personally I would leave the head alone untill he wants to do a rebuild. ITs looking like he wants a weekend fun car.... seeing how its a sypder which is heavy as hell and has a wide body kit n all. If he was looking for serious speed he picked a bad platform and has 100 extra pounds of glass and mud on the out side of the car. I think if he does do the setup and only runs 10psi he will be happy with that.
