If you were me which would you choose and why, a air filter or cone filter, I have a 99 eclipse gs

Well that would depend what you're trying to do. If I were ME I'd get a full Cold Air Intake. That gives you a cone fileter and a few more ponies. Just a cone filter might give you a touch more power but nothing incredibly noticable.

Some people have told me to use a stock air filter durring the winter, and use the cone when it gets warmer? What do you think? i live in PA about an hour away from philly.

hmmm yeah...thats a good idea. use stock during winter, u' dont wanna end up w/ frozen filter by using open element filter system. ( ofcourse use open element when it gets warmer, engine needs to breath and cool down.)

I'd say get a stock K&N or Air Hog filter for winter it'll let the engine breath more than a regular filter then go to the open cone in summer.

What if your filter isnt in the way of things like water or snow? I know that some snow will flow up into it but in my gst the filter is in the engin compartment next to the passenger inner fender..

It might be all right to go year round with a cone. but think about it though you're gonna have open air that isn't going past the built in moisture traps that the stock intake has so it'll be more likely to form ice. But again what's it really matter when it's daily driven and not race driven? It only needs so much air for daily driving if you think about it.Maybe the point is really just moot...
