Default Blowing bottom tube off turbo

I have a 1997 spyder GST. First let me tell you I dont know much about these cars. Im 53 yrs old and kid next door was moving and need money. I felt sorry or him and bought his car. I spent 900.00 to get it running and drove it about 50 miles and now the bottom tube of the turbo keeps blowing off. I have put it on a number of times and it keeps blowing off. I get it up to about 70mph and theres a puff and the tube seperates.

Is there something I should be looking for? I really tighten the clamps up. The tube goes down to the inter cooler and from there goes to the intake.

Im stumped on what to do. To me there way to much pressure some where.
