Stainless steel is better. It has better heat properties and won't flake like a ceramic coating might. The only thing with stainless steel is make sure you get a good respectable brand name like Burns or even Greddy. Stainless Steel manifolds or headers aren't easy to make, and some costum shops don't take the time to weld the flanges on securely, put supports on the runners, or space the runners enough to allow for expansion. Stainless steel is prone to cracking if it doesn't have enough space expand when heated. Of course, you "can" get SS headers and have the outside coated...but it won't look as cool
Welded steel has such a cool "race-car" look, and the headers really show it off.
