Default Heavy smoke intermittent on 99 GST Eclipse

HELP NEEDED....... Whats going on???? 160,000 miles owned since new..... Not using much oil, but when I idle or around town in very hot weather especially... It blows smoke so bad I get people pulling along side... Then 5 minutes later when I open up it usually stops.... Is that a turbo going or??? ALSO.... starting to be harder to start , kind of like its flooded, but after a few tries starts and runs fine....
Any suggestion on best place to have it fully checked over to diagnose if need be...

The smoke is a white/gray.... remember.... not using musch oil.... I tried changing the pcv valve.... I will watch to see if that helps...

remember, white-gray smoke isnt caused by burning oil.
