'92 Colt fuel pump problem

Alright, the other day, all of the sudden, my car wouldnt start. It tries to turn over, and I already checked to make sure there is spark, it just does not get any fuel.

Car: 1992 Dodge/Mitsubishi Colt
1.5L 4cyl 12valve fuel-injected

Before I take it to a shop or anything major ( I want to save money and do it myself ) , I want to try a few things.
First, where is the fuel pump relay located in this car, and how do I check to see if it works properly ?
Second, could this problem be caused by a faulty fuel filter ? I did not have any problems with stuttering or coughing up hills or any of the standard fuel filter symptoms, but I have no clue how old the filter is.

any other ideas anyone might have ? I would prefer to repair this on my own if possible.

prolly the 20 year old fuel pump remove the panel under the rear seat and replace the fuel pump (30.00 on ebay)
