license plate bolts from rear of 1995 Mitsubishi 3000GT

How do you remove license plate bolts from rear of 1995 Mitsubishi 3000GT that has bolts and nuts behind bumper turning together?

You have 3 ways to do it:

1. You have to take out the bumper.
2. get another wrench hold the nut from behind while you turn the the bolt. spray with w40 to take out rust.
3. Cut with a saw the bolt head.
