I've had this exhaust for a while and been needing an inspection/emissions

Does anyone know if the Tsudo Headerback Exhaust would pass inspection/emission? Someone on youtube said theirs passed but idk how? Do you know how you would get it to pass if it doesnt or can you add a cat to it?
