Hey man. Sorry for the delayed response, but I don't get on this forum much anymore. Well, first of all, torque is an actual number, where as hp is a calculated number. So in theory, all mods are to increase torque, which drives up the hp capability of the engine. So, $600 is your cap, eh? I'd go with a cat-back exhaust, cold-air intake, and maybe a high-flow catalytic converter if you have enough left over. Basic performance mods that are going to "free up" some torque and hp that is held back by the restrictive stock exhaust and intake. From there, I'd look at turbo kits if you still want more power. Then you have to start worrying about suspension and the drivetrain (differentials, transmission, etc.).
So, I'd start with the cold-air intake, cat-back exhaust, and high-flow cat if you have enough after the first two. Plus, I'm sure you will enjoy the increase in sound you get from those mods. Hit me back if you want any more info. I'll help in any way I can.
