Yup, but...when there's two intake manifolds, one is called the plenum (or upper intake manifold) and the other (lower intake manifold) is called the lower intake manifold, lol. When you say "intake manifold" in general, you could mean both the upper and lower, but when you say the plenum, we know that you mean the upper. The upper needs to be removed to get to the plugs. I took that at face value, Manybrews is trying to get you to be more specific for the others in here so that everyone understands the info that you're looking for.
To add on to MB's comment, be careful when removing the plenum so that you don't bend the gasket as it may stick to the plenum...it may not, but be careful regardless.

the plenum takes about 5 minutes to remove. look in the back part of it, there are 2 brackets that support the plenum and are attached by 4 bolts. not hard!! greg....
