2005 Eclipse Water in Gas?

Hi everyone. I ran my eclipse low on gas and the it wouldn't start. It cranks powerfully but does not ignite. I was told maybe debris had clogged the fuel filter or water in the gas tank? Where is the fuel filter located in this model?
