no start (sometimes) problem

Really getting to my whits end with this one. 2001 galant 4cyl, everything stock. A few days ago I had a sluggish crank but it started. Short trip, started normally after that. Following day, even more of a sluggish crank, but it turned over. Another short trip, this time, upon restart, another sluggish crank. Following day, no crank, no start. Jumped it and took it to local parts place where they tested the battery and alternator. Battery good, alternator charging slightly below where it should be. He turned car off and fired it right back up again. Today, no start. 4 key turns, no crank. 5th turn, sluggish start. I wouldn't get any start if the battery hadn't been recharged all the way by the alternator, correct? Ive got friends suggesting flywheel, starter, etc etc. Decided to come to some experts. Any help would be appreciated.

2 side notes, we have had an enormous amount of rain the past couple of days, and this problem started the day of the 1st bad rains. Secondly, alternator belt broke on me while driving about 4 weeks ago. I replaced both belts. This problem did not occur after this, but thought it might be worth mentioning.

You might have a bad battery cable or a bad ground. Another possibility (and it was not tested) is a bad starter. If you can take the starter off - take it to the parts store and have them bench test it.
