Default Won't start after overheating

My wife has a 2001 Galant 4 cylinder. When she drove home from work 2 nights ago, it started overheating. She said it just quit at the entrance to our driveway. It looks like the spring on the radiator cap has been busted for a long time and a white sludge has formed on the top of the inside of the radiator. The engine is not seized and appears to turn over ok. There is spark at the plugs, however upon pulling the plugs, none seemed at all wet with gas, like maybe the fuel pump is not running. I put my head down by the fuel tank and had my wife turn on the ignition and I can not hear the pump run. I did open up the drain on the bottom of the radiator to see if anything flowed out and green liquid coolant did come out. Is it possible that a low coolant condition/ overtemp condition could somehow cause the fuel pump to be disabled ?

Any ideas from the experts ?
