2000 ce lancer 1.5lt coupe

This morning I drove my lancer into the shed to change the timing belt tension bearing.

I got the car back together after a few hours I went to start it,it started very sluggishly for about 30 seconds then stopped and I have not been able able to start it since. below are the things I have gone through.

I pulled the plugs out to check the gaps they were good and when I pulled them they were wet of fuel.

I checked the spark at each plug and all is good healthy blue spark.

I checked the fuel/management relays in the car, they are good,

I checked ALL the fuses in the car and replaced the management, ignition, fuel fuses just in case, no go.

I tried to start the car without the air filter in it,no go,

I tried to start it without the fuel cap in,no go,

I left the battery disconnected for 5min to 1/2 hour at a time with the key in the off,acc positions, no go.

disconnect fuel pump relay and it want to start,

Disconnect fuel pump relay took air filter off got someone to crank engine while I squired aerostart(start you b-----) and it ran.

BeforeI spend big money,Could this be fuel pump problem or fuel regulator problem?

I AM AT A LOSS CAN ANYONE HELP.
