P0403 Problem '02 Lancer
 

Hi. I've got one of those EGR valve problems. The trouble code says:

"P0403 EGR Solenoid Circuit Problem"

I had a mechanic clean out the EGR valve and he said the valve is OK. He checked all the hoses and he thinks they are clear. He was reluctant to start replacing the valve or the solenoid, etc and spending more money without really knowing the problem. That's why I posted here.

He said when you give it gas there is supposed to be a vacuum going through one of the hoses going to the vacuum valve. He showed me that there seems to be a constant vacuum on this valve because when he connects the hoses to the valve the engine runs rough and wants to stall. As he left things, he crossed the two hoses going to the vacuum valve, and the engine runs fine. However, the problem is not fixed after clearing the trouble light several times.

Is there enough information here to identify what I should do next to fix the problem? He did clean out the EGR valve and said he believes it is working as it should.
