Would this be a good buy?

alright well earlier i went to go look at a 2002 standard lancer the man is selling it for $1300 it has about 167k miles on it, the srs light was on, the wheel is missing the under protector thing, the dashboard is missing the protective glass cover,there is no stereo(all the wires were sticking out) and the knob to change from hot to cold ac is missing but the ac does work very cold, using the blinkers makes the little sound but the green blinkers on the dashboard does not show up and the blinkers do not work it only makes the clicking sound, my grandma said a lot of black smoke came out of the exhaust when i took off it drove really good i did not see or hear any funny problems while driving it, the wheel stayed straight when i let go of the wheel, the brakes worked just fine, besides that the inside looked nice and clean, the exterior had a lot of hail damage and the windshield was cracked a little bit on the upper right and on the drivers side it looks like the door was hit when it was open or something ill post pictures but i think $1.3k thats cheap would it be worth investing in

Are you looking for a fixer-upper or something you want to start driving every day? Depending on the inspection laws in your area, the SRS light on could cause it to fail, and/or the cracked windshield. Mismatched wheels and tires, stereo wiring butchered and it sounds like other wiring has been messed with if all the dash lights do not come on. Did you check to see if the CEL comes on when starting like it's supposed to? IMO, you cold get something in better condition for $1300. The "man" probably paid $500 for it and is looking to make a quick profit. I'd keep looking if it were me. That thing looks like a POS.
