02 Montero Sport Brake issue
 

Giving my 16 year old Montero Sport to my just turned 16 year old grandsons. I changed all the brakes and timing belt and water pump. I also pulled the ABS relay because it had a sensor issue and we don’t relay need ABS in Tennessee.

When applying the brakes and coming to a complete stop I have buzzing sound and vibration in the pedal. This I assume is what ABS would do. Is there a fuse that I missed to completely disable the abs. This only happens in the last 5-10 feet of stopping. If not any ideas ?
