2006 Montero Limited alignment problem

I have a 2006 Montero Limited that has about 34,000 miles on it. I purchased the car with 20,000 on the odometer. The steering wheel has been cock-eyed about an half an inch to an inch ever since I got the car. I have taken it in 3 times for an alignment, but the dealer is unable to correct the problem. Now, they are telling me I need new tires due to the fact that the original owner never rotated them in the 20K he had the car.

What do you guys think? Is the dealer full of crap? Do you think I really need 4 new tire to fix the problem? Will driving 20K miles without rotating tire damage them permanatly?

I have heard that the stock tires are rubbish. I have a 04 limited with 49k and it needed alignment also. The alignment guy said after the job it was spot on but still pulled a little to the right. AFTER putting new tires on ($650) it rides/handles/drives perfect. Quieter ride, no pull, so maybe your tires are shot.
