All power outlets and cigarette lighter
 

When i try to use the 12V power outlet in the console, it sets off the horn...non-stop.. Same for when i try to use the outlet in the cargo compartment in the back of my 2000 montero sport ls. I was ok with this, until the cigarette lighter when out, so now i have not means for charging phone, running radar detection etc. Besides the one fuse by the drivers foot, are there any other relays or things to check? Baffled on this... I have read that the outlets are sending a negative charge back to the battery, which is the reason for the horn, but I do not understand how, unless wires have worn, or stripped somewhere in the line..
Any suggestions appreciated...

There's a short. Gotta find it.
