Failed PA emissions inspection - what now
 
My 1994 Montero LS (114k on it) passed safety inspection, but is giving a high hydrocarbon reading on the emissions test.Passes the other emissions requirements, just hydrocarbons ppm is too high.

This car has the 6g72 engine. I've recently replacedthe spark plugs, had the oil changed, had the timing belt and the valve cover gaskets replaced.

What could be causing this and where should I start in trying tofix it?New EGR and PCVvalves, oris there something else I should try first. Any advice would be much appreciated!

high HC usually indicates a lean running condition.
could be a million things, but start by checking vacuum, timing, etc.
