I have a 99 montero sport limited 3.5L only averages 12 mpg also replaced a coouple of sensors when service engine pop up but still same mileage. everything is working fine except for the occasional shudder at 35-40 mph but dont know if that has anything to do with consumption...
I also have a 99 Montero and I also have a "shudder" around 35-40 mph usually on an incline. Might have something to do with the clutch. By the way, I get around 14 mpg around town.
