hesitated on highway then shut off

my fiance was driving her 94 montero and while entering the highway vehicle started to hesitate violently and then shut off. we first thought it was because she hadnt checked the oil and there was none in the vehicle when this happened. but the vehicle was only 2 quarts low. we took it to a shop of a friend of a friends to look it for free. they had told us the motor was seized up and would need replaced. ive sinced charged the battery. and the vehicle will actually turn over but wont start. it does shake a bit but no strange sounds like knock. i was told this could be a fuel pump issue but recently checked and can hear the fuel pump cutting on for 3 seconds in the rear of the vehicle...could this be a fuel filter issue? what other reasons could cause the car to hesitate an then shut off? im not sure if the shop actually took a look at it or not. anything will help
