I can't get the check engine light off! I have changed some solenoids and the EGR but still not fixed and the vehicle runs great! I just can't pass smog. Maybe someone has seen those two codes together and knows what it could be?

 

You will not pass Smog inspection with those two codes being ON. Those two are big ones and relate directly to emmissions. I've never seen these two codes together, but it is likely that they are related. It might be easier to focus on P0400 (exhaust recirculation malfunction). Problem in that area may cause the other code. Check if your EGR valve is stuck open or closed, make sure EGR passages are clear, vacuum tubing is in good condition (not cracked), etc.
It might be helpful to pull freeze frame data for these codes to see what is happening when the codes were set.
