12v constant on fuel injectors is the issue. You suppose to have square wave signal on injectors. I can't confirm is it should be 5v or 12v though. Are you 100% certain that PCM is the right one for your engine?

Just for kicks - connect old PCM with new injectors and see what happens.

Tried the old pcm and put a new pcm on it with the same issue... if i put a stethoscope on it you can hear the click that the injectors are opening and with 30 lb. on the fuel rail I am totally stumped.. I checked the schismatics on it and it should have 12 volts all the time and the negative side goes to the pcm...I D K... Thanks for any input....

Fuel pressure might be too low. On a 3.5l engine the spec is 47-50 PSI at idle
