Default Lower brake lights not working (taillights and upper brake light do work)

Hi all,
My wife and I recently acquired a 2015 Outlander, and we've noticed that the lower brake lights (which I understand are the same bulbs as the taillights) are not working. The taillights and lights above the license plate come on when I turn on the headlights. The upper taillight above the tailgate works when I press down on the brake pedal, and confirmed the fuse is fine, so it appears that we don't have a fuse or burnt out light problem.

I'm guessing there's a problem with the wiring somewhere and I'll have to take it to a mechanic, but I wasn't sure if someone had run into these same circumstances before and might be able to shed some light (I've seen some other posts related to other lights being out). Thanks!
