The sensors need to be in motion in order to wake'em up and send a signal to the computer. So, no ! it won't work .

Besides, they will be damaged, constantly hitting each other inside spare tire unless glued to different sides.

Why don't anyone make TPMS cheat device, capable of transmitting "Pressure is OK" to the car?
I know that would be against the US laws, but why do we foreigners suffer?

Ask the authors of the US law. They consider US drivers morons, I guess.
They'd better forced the presence of blind spot radar - it's nothing but modified parking sensor + warning lamp, but can really help avoid lots of collisions while changing lanes!

Siemens - the developer of TPMS sensors - definitely have bribed them
