If you now have more than 20mm / 0.78" clearance towards the suspension (which you probably have), then the new size will fit. At least, mathematically...
Positive offset means how many millimeters away is the fixing plate of the wheel from the wheel's center line towards the outside (road side)
If you have the stock wheels, those are 7" wide = 177.8mm. Half of that is 88.9 + the actual 38mm offset = 126.9mm from the fixing plate to the inner edge.
The new wheels are 8"wide = 203.2mm. Half of that is 101.6mm + 45mm offset = 146.6mm from the fixing plate to the inner edge.
So the inner edge of the new wheel will be closer to the suspension with 19.7mm / 0.78". (146.6-126.9)
And the outer edge of the new wheel stick out 5.7mm more than the actual one.
But this is for the rims.
I assume you also want wider tires. The closest match considering the circumference is 245/50/18, or, if you want a bit higher ride 235/55/18.
Anyway.. keep in mind that the largest stock wheels (optional but still OE) for the 2007-2012 Outlander are the 245/45/19 on 8Jx19 ET35 rims. These are 10mm fuhrer away from the suspension compared to your option.
