Default Fuel Gauge Problem

My 2002 VRX has a screwy fuel gauge. The tank is full and the gauge bounces around between climbing to full or falling to empty. It is falling to empty more of the time. I disconnected the connector at the sending unit and it still bounces around (!). This looks like an intermittent short somewhere. Then I disconnect the connector at the fuel pump and the gauge falls to empty. I don't know why. Maybe the pump is wired in series.

When I started testing, the gauge was sitting at empty so I went to check the sending unit. Jiggling the connector there coincided with the fuel gauge coming to life. This makes me wonder if I have a short in the wiring back at the sending unit. Any ideas?

Are there any components (like anti-slosh) in the circuit that might be malfunctioning?
