$500? That's offensive in my opinion. If the car has been maintained (i.e. had 60 and 100k services, all belts look good, car idles and runs through the rpms smoothly, rides smooth, etc.) I'd say it's a good deal. Be prepared to drop some money into it, however, as VR4's are notorious for high maintenance costs. Check Kelly Blue book's website (www.kbb.com) to get a more accurate idea of what the car is actually worth.

you could worry about why the engine was blown..? what caused the engine to stop working.. why did it need rebuilt at 120k? and why are they selling it 16k miles after rebuilding it..? i would REALLY dig into this car and check as much as humanly possible before buying.. don't rush into something you will usually end up regretting it.

engine blew because either the timing belt snapped (common around the 120k mark if the timing belt/water pump service was not done on time), or it spun a bearing (low oil pressure, usually caused from a dented oil pan).
They're probably selling it 16k after a rebuild, because it's time for another car... most likely nothing to do with the rebuild... if a rebuild lasts 1k miles, you generally won't run into any problems for a long time afterwards.
