Removing Head

I'm removing the head to replace bent valves. What kind of head head is on the stock head bolts? It's not a standard fastener that I've ever seen. It has 12-15 points. Its close to a 13mm but not quite. Thoughts???

What year? 6 or 7 bolt engine? Are they stock head bolts or arps?
