u can also take it somewhere and get it tuned u have everything u need. or can tune it urself roughly using the wideband and the neo, adjust the neo so you stay at 11.1-11.3 under full boost and u should be good. you will probably spend just as much changing ur tuning setup as u would getting it tuned somewhere. just my .02

You have an apexi neo and that could be enough. I would go with dsmchip but you could be fine for now.

well i was told that in the past it has been tuned through the fuel injectors. which isnt the best way to tune it...i didnt know and i guess they didnt know either that you can tune it with the neo or the wideband? i might need a little bit more info on that.
about the dsm chip should i go with that over getting dsm link and being able to tune it myself whenever i need to?

There are so many ways to go abt tuning a car, just try searching on google. Once you understand how each works and how much they are then you can decide. But for now w/ the neo and wideband you should be able to get a decent tune. Your gonna also want to get a logger too.

so i went ahead and bougt a dsmlink and im going to have someone tune it for $200 i think. my friend said they were the best around so ill let you guys know how it goes. thnx for all the help and info so far though. it helps me get a grasp on tuning alot better than i did.
