i tried my bov all the way soft, then hard, then in the middle, nothing changed

so ummm, what should i check for leaking? i went over my IC pipes and my vacume lines and it looks good

you checked at the intercooler right, because i know that is a place that has problems alot. And like dixons said, it might be a wastegate issue as well.

Its normal for the the stock turbo (T25) to drop some at the high end.

well i went through and checked all the vacume lines, tightened and checked all the IC pipes. I test drove it and nothing changed. Do i need a new turbo

You dont actually need a new turbo... thats just how the stock T-25 behaves. It will drop upto 10psi in the top end...

Take off your intake and see if you can wiggle the shaft... if you cant then your ok... if you can then you have shaft play and need a new turbo...
