Default boost question

what is the stock boost level on a 96 gst? i was told it was 5 7 9 and 12. my car has a cone intake 2 1/2 in cat back has the solenoid restrictor tooken off and the dump tube removed and denso iridium sparks plugs. what should my boost level be at because it reaches 14 psi at full throttle with out a boost controller.and how can i get the boost back down because i put a boost control on it and it hit 16psi and it was all the way down and with it all the way up it hit 20 psi.is there any other way to control it?
