Question Help with my 96 eclipse please!

Im a newer driver. and dont know too many things about cars themselves. but i know how they work. and im a very patient, intellectual.
i have a 96 eclipse (5-speed) that was given as a gift from my father. i have no idea how to work on cars and it seems he has taken a disliking to it after building this. when we got it it was the traditional red with dings and dents and scrathes galore. and no engine mods thus far. it has almost 160,000 miles on it. so i expect some problems. but like i said. its a first car.

i have a few questions maybe some of you can answer?

-I hear alot of what seems to be belt screaching? (mainly on cold days and it doesnt increase with acceleration, or A/C changes.)

-Anywhere from 68MPH-85MPH it starts to shake. not the steering wheel so much as the pedals and gear shift. why is this? i have new tires do i need an alignment? if i increase my speed to the 90's zone, it then stops shaking and casually accelerates.

-Dash lights no longer work? maybe a fuse blown in the headlight switch? i have a fix for that now. but if any suggestions are available im all ears.

-ALSO, if you can see in the photo given, there is a very noticeable gap between the tire and body of the car on the rear left panel. and the suspension is kinda rough back there, is there any way to lower this?

Any other tips or tricks or just good advice would be AMAZING. im really looking forward to learning more about this car before it hits 200k miles...

Definitely get the wheels aligned properly, Check the fuse for dash light fuse and replce it. Yes you can get a lowering kit for your suspension like Eibach Sportline Lowering kit. Search more online Im sure you'll see alot of information about your issues
