Did you do the boost leak test yet? Also, what gear are you in when you are experiencing it? What RPM are you at when it finally kicks in? MPH has almost absolutely nothing to do with how the engine is running. Are you saying you redline through first and second with no boost, and then it finally kicks in in third? Need more information to help.
oh automatic? What is your boost guage reading? Like it drive up to redline while reading 0 boost? and then at 40 it just kicks on? Give the best description you can of the problem.
You need a boost leak tester to do a boost leak. It's a simple coupler with a cap and valve stem. You take off your intake and hook it to the turbo inlet, and pump in the psi of boost you run, and spray soapy water on all areas with possible boost leaks. It's often a good idea to start with just the throttle body, and work down from there.

well yea its a auto. LOL but when i drive normaly u can hear the turbo spining barley and it goes to about 3-6 psi and then when i floor it it dont go anywhere then few seconds later it starts spinning normaly but b4 when i floor it turbo kicked in right away and at 15psi
Oh, half your problem is that its auto, thats generally slower. Another thing that may be contributing to this is crappy plugs or wires. Change the plugs with NGK Classics and change your wires with good ole Mitsubishi wires.
