Default MBC Problems

My MBC is not working or something is restricting it for some reason. I have all the supporting mods for it to run 15psi like its nothing but it won't go up at all. I installed it right because the first day I had it I adjusted itto get my boost to peak at 15 psi then I drive my car the next day and it won't peak a hair over 12psi. Between days i removed my bumper cover in preperation to install my FMIC but long story short it never came in the mail. So I put it back onand didnt change anything. I am running a 255 pump and 550 injectors with the stockside mountintercooler. other mods are in my sig. Any1 know what the problem could be?

I'll def do a test tommorow but its strange I had my mbc set at 15 psi then it just seems likethe mbc isnot even there. I turn it all the way down or all the way up and stil at 12 psi. I couldsee it not going up because of a leak but wouldn't itatleast go down when I turnthe boost down?
