will having no cat converter make your check engine light be on?

i have a 93 gsx with no cat and CEL isnt on and it still passes emissions

no it doesnt smell.. and when i pop the hood i dont see any smoke comin from there.

are you doing burnout's? because if you are white smoke will come through the vents. this is probably way in left field
