Default Rev Limiter?

My friend has a GS-T and, for one, he doesn't know what mods are on it and, two, he cant rev over 4k. I told him it might be his rev limiter, but if thats not the problem then what else could it be? Some guy I know with an s2k said his vacuums might be running backwards, do Eclipses have directional vacuums? Any advice his helpful, thanks.

when i bought my car I had the same problem.mine came with a 16g and rc injectors. I ended up getting a fuel pump, a wideband a/f ratio gauge, and a safc-II and tuned it, everything was good.

What does it do actually at 4k. Does the car loose power. Does it shut off. Please explain. Also picture of the engine bay would help to determine at least some mods.

I won't see him (or his car) until either next week or the week after. In neutral it revs at 4k like its redlining. And while driving it loses power at 4k, which is why i thought it was his rev limiter, because it was 4k on the dot. but i'll try and get pictures soon if he hasnt already fixed it by then.

does it bounce off of 4k? or are the rpms just constant

yea but that wouldnt call for loss of power at that rpm. Unless its in his head.
