Screw at the top of engine?

Screw at the top of engine?
Hey Guys-
Was wondering, there is a screw on the top of the engine, or it may be above the engine closer to the firewall. The reason i ask is i was wondering what it was, maybe some sort of idle control. When i wnet to look at the car im gonna buy the guy hadn't started it in a while and he was adjusting it so im just curious.
