remove the cowl panel and check the wiper motor.
make sure it has power & ground at the connector.
you can test that with a probe.

Good luck with removing the wipers! Mine are a PITA to remove and I still haven't been able to remove them, thanks to the dissimilar metals used on the wiper arm and the pivot it sits on.

Your motor could be dead. Snow is a big load on wiper motors, seeing that they are made to remove loose water, lol. Or they could have just gotten stuck. Is the windshield thawed yet?.
This is why they make those $5 ice scrapers, lol. You're supposed to push the white stuff off with them and not the wipers.

it sounds like they just hit something on your windshield.... if your windshield is covered in snow it's also got some ice on it. clean ur windshield off (NOT WITH HOT WATER) and then try it before we go ripping stuff apart.
