Default 3G doesn't Start After 3 Weeks Of Winter Parking

Hello guys, I need your advices.
My 2000 Eclipse GT was parking outside during a couple weeks. Then I started it and removed it to another parking spot on my parking lot. After 3 more weeks of the winter parking the Engine doesn't start. [X(]
The Battery was almost dead. The Starter worked. I tried the Jump starting. Doesn't help. I changed the Battery with brand new. Same result. The Starter works, but it turns the engine with some delays (sometimes). When these delays occurs, lamps on the Dash board become dim.
What I did.
I checked the Fuel Pump Relay. It works properly.
I checked the Fuel Pump. It works, If I removed the Fuel Pump Relay, installed the Jumper between points 1 and 3 of the relay socket and switched the Ignition Key. So, the Fuel Pump is in working condition.
I can see +12V in points 3 and 4 of the relay socket when I switched the Ignition Key. But, I can't to find the Ground (Negative) signal in the point 2 of the relay socket.
So, I would say that the Engine control unit doesn't produce the Negative signal in point 21 (I didn't check this point 21 yet).
I need opinions from professionals. What might be a cause of my problem? Is this the broken Engine Control unit, or some sensor?
What do you think?
Thanks!

did you try jumpin it from another car, or from a jumper box? it could be your alternator

I tried to start my Eclipse from started up another vehicle.
And after that I installed a new battery.
It's looks like broken ECU. Or, for some reason, ECU doesn't produce the negative signal to the fuel pump relay. Unfortunately I don't know logic of work ECU. And I can't to find it in the Internet.

Before you jump to conclusions on an ECU, check your alternator out.
Would hate to see you spend money on something not needed.

so the car cranks over? I agree check for spark first off. then maybe figure out if your alenator is bad. ECUs dont just go bad over night

Guys, thanks for your answers.
I haven't check spark and alternator yet.
I found the problem with the fuel feeding.
When I removed the fuel pump relay and installed the jumper (piece of wire unstead of this relay), the fuel pump pumped some fuel to the engine. After that I tried to start the engine. And the engine exhaled some exhaust gas. So, it looks like spark is present.
And I found that ECU doesn't produce the negative signal to the coil of fuel pump relay.
Exactly because of this I decide that problem is inside ECU (or some logic of work ECU).
Do you know, wherefore the ECU can doesn't turn on the fuel feeding (fuel pump relay)?
Might be cause in the alternator nevertheless?

What would the alternator have to do with a no start condition? IT SAT batteries die., then it was replaced. The alternator cant ever work if the damn car wont start in the first place. ****. use some logic guys.
Sorry, but thats just way out in left feild of a bad guess. Cars will start and run just fine with a bad alternator if you jump them or have a good battery in them. It will just go dead after a short time of running.
It could have maybe locked up but i highly doubt it. If you get a slow crank with a jump, or new battery, check for locked up accesories that run off the belt, bad connections at the cables and starter / ground.
Possbily frozen coolant which wont allow the water pump to turn. That always ends up being bigger problems.
