Excessive engine heat into vents and outside

Excessive engine heat into vents and outside
Endeavor 2007
Engine heat blows into all vents constantly even when fans are set to OFF.
Fans blow warm air in BOTH cold and hot temperature settings.
However when A/C is turned on, icy cold air blows in as it should so freon is not the issue.
Car's temperature gauge read normally.
Lastly, hot engine heat rises from the bottom of the car when standing next to driver's side door.
What could be causing this excessive engine heat leak?
