Default 2003 Galant timing belt question

doing timing belt on a mitsubishi galant 2003 DE with a 4 cylinder 2.4L SOHC engine. I have gotten to the point where I am ready to take the belts off, but the oil pump pulley and balancer shaft pulley do not line up with the timing marks. The camshaft sprocket and crankshaft sprockets line up with their respective timing marks at the same time. I am not sure whether I should line up the oil pump pulley and lock the balancer shaft and take the new belt off and replace it or if I should line up the camshaft and crankshaft and replace it. Is there any chance that the oil pump pulley has been out of phase since it was last changed? The car seemed to run fine, except for a little shaking in the dash, which leads me to believe that I should just lock the balancer shaft with the oil pump pulley lined up and replace the belt that way. Is it possible that the oil pump pulley and the balancer shaft belt pulley were put on so that the timing marks dont line up, the last time the belt was changed? Or has the oil pump been out of phase this whole time?
(Sorry for posting this thread here, if a moderator feels that it is necessary to move it, please do so. I would just like to get my question answered)
