Default Turbo flutter help

Hi, I'm new here. I recently test drove a 2009 Lancer Ralliart which had the turbo flutter. That really turned me away from the car, but..is there an easy way to remove or add something to make the sound not be present?
I have no idea about mods at all so be easy please!

If he's correctly identifying turbo flutter, then yes you'd be right.
